"Wasn't Iraq in violation of UN sanctions?"

The parties to the UN sanctions were Iraq and the UN. Iraq said it wasn't in violation. The UN said Iraq wasn't in violation. The UN Chief Weapons Inspector in Iraq said he couldn't find any WMD and that any left over from the previous war would have rotted away, and the Americans in his team concurred. So who accused Iraq of violation? The Bush Administration did, citing 100-500 tons of usable chemical, biological and possibly even nuclear weapons.

And what did we find in the end? There were no chemical, biological or nuclear weapons. The only potential violation was a missile that exceeded the sanctioned range when fired without a payload (therefore lighter). A missile without a payload is not a missile. It's a tube.
